武漢大學(xué):首先法律上的完全責(zé)任行為能力人絕對不代表心理上的成熟,比如說泰國就規(guī)定, 7 歲的人就有完全民事責(zé)任;再比說以前蘇聯(lián)的《刑法》就有個規(guī)定 12 歲的人就具有完全的刑事責(zé)任,而且在美國一些州也規(guī)定 14 歲的人就可以被判處死刑,而且在美國的兩個州同樣規(guī)定,一個刑事責(zé)任年齡達(dá)到 18 歲,一個刑事責(zé)任年齡只有 10 歲,按照對方的觀點(diǎn), 10 歲的人、 7 歲的人、 12 歲的人是不是心理年齡都已經(jīng)成熟了呢?可見我們今天既然探討心理問題,請要根據(jù)它的科學(xué)依據(jù),絕對不能按照他的完全刑事責(zé)任年齡或民事責(zé)任年齡來判斷他的心理年齡究竟成熟多少,我想以這樣的標(biāo)準(zhǔn)來判定的話,恐怕會脫離實際。謝謝。

中國政法大學(xué):剛才這個觀眾提出的問題無非是一個能不能和利不利的問題,我們說能不能和利不利的問題不是一回事,比如說:索馬里現(xiàn)在埃塞俄比亞的許多居民他們連飯都吃不上,是他們沒有錢來吃飯,但是能說吃飯對他們不利嗎?還有比如說梅地亞賓館有一套 128 元錢的標(biāo)準(zhǔn)套餐,我現(xiàn)在就買不起,可是我卻不能說那套標(biāo)準(zhǔn)套餐對我來說是弊大于利的呀。對方說的那個學(xué)術(shù)的判斷不能稱之為一個成熟的判斷,我們承認(rèn)在形式邏輯當(dāng)中確實是那樣,但今天面臨的辯題不是一個空洞的形式邏輯辯論的辯題,我們要做一個事實的判斷,在當(dāng)今中國真正能出國、愿出國,想出國,真正出了國的有多少呢?只是一部分人。我們探討的辯題當(dāng)然是針對這一部分人而言,對于那部分人,他本身就不想出國的人,看到出國有什么意義呢?
觀眾三:我是來自中國青年政治學(xué)院的學(xué)生,我想請問武漢大學(xué)的同學(xué),高中畢業(yè)生出國留學(xué)可以避免我們的學(xué)生動手能力差,根本問題是什么呢?
武漢大學(xué):我們的學(xué)生的確動手能力比較差,但是這個問題我們要分兩方面來看,我得告訴您,中國的基礎(chǔ)和本科教育實際是世界一流的,這不是我說的,這是哈佛大學(xué)校長說的,同時毛博士也說過這樣的話。同時美國大學(xué)的基礎(chǔ)和本科教育,實際上在很大程度上是我們高中的課程,也許在那里你可以培養(yǎng)到自己的動手能力,所以我建議我們的學(xué)生首先在國內(nèi)接受本國的世界一流的本科的基礎(chǔ)教育,然后再出國,往高精尖的方向來發(fā)展,這不是兩全其美嗎?
觀眾四:我來自天津輕工業(yè)學(xué)院,我請教正方同學(xué)一個問題,那么據(jù)有關(guān)部門統(tǒng)計,凡是國外的院校到中國招生前去留學(xué)的在校的一般來說在國外都是不知名的中小院校,并且他們的第一目的是經(jīng)濟(jì)利益,第二才是教導(dǎo)學(xué)生,對于這樣一種現(xiàn)象,正方同學(xué)作何解釋呢?謝謝。
中國政法大學(xué):我沒有想到在今天的辯題中我們好象稍微占了一點(diǎn)點(diǎn)等級的觀念,認(rèn)為不上一流大學(xué)就不是在上大學(xué),但我們說了不管是在國內(nèi)還是在國外有很多科學(xué)家,有很多成功人士,他就是從二、三流大學(xué)當(dāng)中爬滾過來的,難道咱們就說上了二三流大學(xué)就不是上大學(xué)嗎?國外的很多優(yōu)秀院校不在中國招生,這是為什么呢?這是因為中國出國留學(xué)的行為還沒有真正的發(fā)展完善,如果真正地發(fā)展完善,相信會吸引到更多的國外高校到中國來招生。我們要看到我們現(xiàn)在很多的高中畢業(yè)生,他都有接受高等教育的意愿,他們都想要共享一下國際的高等教育資源,今年的高考作文題就是答案是豐富多采的,如果讓我們上大學(xué)的答案也變得豐富起來,多幾條路又有什么不好呢?我倒想請教這位觀眾,如果我們今天參加高考之后不上北大,不上清華,那么我們還讀不讀書呢?
張澤群:感謝觀眾朋友參與,下面我們要進(jìn)入辯論會最后一個環(huán)節(jié),就是總結(jié)分次,下面我們有請反方的四辯周全義同學(xué)用 3' 的時間來總結(jié)反方的觀點(diǎn)。有請。
武漢大學(xué)四辯:我們先來分析一下對方同學(xué)的基本邏輯,無非是說出國留學(xué)利大于弊,高中畢業(yè)生出國留學(xué)是出國留學(xué),所以高中畢業(yè)生出國留學(xué)利大于弊。但聽起來好象是一個很嚴(yán)密的三段論,那好我們根據(jù)這個方法再來對比一下,自由戀愛利大于弊,初中生自由戀愛也是自由戀愛,所以初中生自由戀愛利大于弊。這樣的結(jié)論大家又以為如何呢?可見對方辯友今天最根本問題就在于用一個抽象的形式邏輯來具體分析的辯證態(tài)度,第一是解開了推理和掩蓋高中畢業(yè)生生理和心理的各種狀態(tài),這樣只重邏輯不重現(xiàn)實的輕蔑治學(xué)方法恐怕也是弊大于利的吧?第二我們來看看對方辯友用的是什么樣的論證方式,無非是用一些表面的、眼前的、局部的利去掩蓋根本的、長遠(yuǎn)的、全局的弊,我方重復(fù)論證高中畢業(yè)生年齡較小,出國留學(xué)更容易適應(yīng)那面的環(huán)境,更容易躲避國內(nèi)的高考壓力,同時也確實也出了一些特定的人才,但是不要忘了,從整體上來說高中畢業(yè)生處于一種心理自我熟悉性還沒有解決的特定狀態(tài),一方面他建立的文化本根還沒有形成,一方面又到國外去接受語言的、學(xué)習(xí)的、思維方式的多面壓力和異域文化的全面沖擊,其結(jié)果往往只可能被動融化而不是主動吸收,是不分好歹的套來的 ,而不是以我為主的拿來的。這樣一種文化本根的流失也許當(dāng)事者自己還渾然不覺,甚至是樂此不疲,但是對國家和民族來說,到底是利大還是弊大呢?第三請問對方辯友在回避的方式,突變是個好環(huán)境如何有利于高中畢業(yè)生自我成熟危機(jī)的解決,對方辯友無法回答,自我成熟的危機(jī)沒有解決,如何有利于高中畢業(yè)規(guī)范行為順利成長,對方辯友也無法回答。巨額的資金投入和表面的成才之路如何有利于個人和家庭,民族教育的流失和民族文化本根的迷失如何有利于國家,有利于民族,對方辯友也無法回答。對方辯友始終無法給我們一個具體的答案,那就是 1979 年我們國家公派出派的一批高中畢業(yè)生為什么到現(xiàn)在為止 20 多年的時間其回國率還是基本等于零呢?我們不是說所有的留學(xué)生都必須要回來才叫好,但是這么多的人像斷了線的風(fēng)箏一樣一去不復(fù)返,這到底是如何體現(xiàn)利大于弊的呢?我國從此不再公派高中畢業(yè)生出國留學(xué),又是如何體現(xiàn)利大于弊的呢?希望對方四辯待會兒給我們一個明確的答復(fù)。我方始終認(rèn)為,首先應(yīng)該在神州大地生根成材,我們才能振興中華于人類文明之間,振興祖國于世界文明之間。希望就在我輩。謝謝大家!

中國政法大學(xué)四辯:今天為了反對高中畢業(yè)生出國留學(xué),對方辯友提出了四個論證,我方以為不然,一一提出,共同商榷。對方一辯告訴我們,高中畢業(yè)生出國留學(xué)因為適應(yīng)不了,所以弊大于利。誠然異國他鄉(xiāng),挑戰(zhàn)是有的,但挑戰(zhàn)是可以克服的。這種挑戰(zhàn), 12 歲的詹天佑適應(yīng)得了, 16 歲的鄧小平適應(yīng)得了,那么我們今天 18 、 9 歲的高中畢業(yè)生,在比以前好得多的學(xué)習(xí)生活環(huán)境中怎么反而適應(yīng)不了了呢?對方同學(xué)說是因為心理適應(yīng)不了,那么請問,如果你不讓孩子鍛煉,那么有適應(yīng)得了的那一天嗎?對方二辯告訴我們,高中畢業(yè)生出國留學(xué)會被異國文化同化,所以弊大于利。但是不要忘記,他們出國前接受了整整 12 年的國民教育。如果對方辯友認(rèn)為,歐風(fēng)美雨可以沖掉中國文化的本色,沖掉仁義理智信乃至廉恥和良心。請問,對中國高等教育如此剛愎自用的你們對中國 12 年的國民教育怎么如此的不自信呢?對方三辯告訴我們,高中畢業(yè)生出國留學(xué)導(dǎo)致人才流失,所以弊大于利。首先,未必不回來吧。 17 歲的留美的周豐升、 18 歲留日的范秀花不都回來了嘛,而且成為今天一流大學(xué)武漢大學(xué)的奠基人。其實,以回不回來作為人才是否流失的標(biāo)準(zhǔn),實在是太狹隘,李政道,楊振寧不都是世界尊重中華民族的理由嗎?對方四辯告訴我們,高中畢業(yè)生出國留學(xué)費(fèi)用昂貴,導(dǎo)致教育資本外流,所以弊大于利。誠然,榮洪出國留學(xué)是花了一千多兩銀子,可他從西方帶來的文化思想理念,請問又值多少銀子呢?今天一個家庭買洋煙,買洋酒,大家覺得無可厚非。那我不買煙,不買酒,我買教育,明明是投以木桃,報以瓊瑤,請問為什么是弊大于利的呢?今天對方一、二、三、四辯友面臨共同的錯誤就在于你們不能面對現(xiàn)實,而一味的把自己的例論建立在暇想的基礎(chǔ)上。今天一個高中畢業(yè)生我跳不過高考的龍門,我繞著龍門去西洋,一樣可以成龍。今天不應(yīng)以吸足事理的方式勉強(qiáng)另一種教育方式,那么我是否選擇另一種教育來適合我,更容易成才。今天我方認(rèn)為高中畢業(yè)生出國留學(xué)利大于弊,原因很簡單,第一對高中畢業(yè)生而言,增加了接受和選擇受高等教育的機(jī)會,有利于個人成才;第二對對于中國高等教育事業(yè)來說,既緩解了量化的壓力,又提出了質(zhì)上的競爭,有利于高教事業(yè)的發(fā)展;第三對于中國社會而言,樹立了更新思想、科技、文化的交流和匯合,有利于社會進(jìn)步。我們承認(rèn),弊端也是有的,但在今天面向世界、面向未來的開放的中國,我們認(rèn)為不能因為種種暫時的困難和表面的弊端,而阻撓高中畢業(yè)生出國留學(xué)的長遠(yuǎn)利益和最大價值。謝謝
